Approved on 18 August 2009 by the decision of the district council.
The rectangular panel with sides ratio of 2:3 consists of three equal horizontal stripes – white, green, yellow. On the upper band in the staff corner the district emblem. (heraldry.com.ua)

The Starobilsk District has 6931 km² with about 124'000 inhabitants. Its administrative seat is the Town of Starobilsk.
