Kewa Pueblo, formerly known as Pueblo of Santo Domingo (1598-2010), renamed Kewa Pueblo in 2010, is a census-designated place in Sandoval County, New Mexico, and a federally-recognized tribe of Native American Pueblo people.
When the name changed, the seal was also changed:

These flags use the name Santo Domingo Pueblo, so presumably predate the
formal name change in 2010.
