I found an image of the flag of Hurricane, West Virginia, on one of their 
images of inside the city hall from their official Facebook account:

When I asked Hurricane's account about the flag, they responded with 
this: "Hello - thanks for your interest. We actually have not used that flag in 
several years. It had a picture of a Caboose (what you see in yellow). Nothing 
around an outline of West Virginia, though. We may take on a project of creating 
a new Hurricane flag in the coming year." - Jul 15, 2022
There was another image that had the flag which, at least to me shows a black 
outline. It could just be the stitches during the production of the flag, here's

This is probably the only city 
flag that I have seen with a caboose on it, probably the last as they might end 
up changing the flag next year. Here's the caboose that is on the flag, It's a 
popular attraction in Hurricane:
