Jane Robbins-Teel, Administrative Assistant at City Manager's Office has informed me that the City of Bangor, Maine, has a white flag with city seal on it.

Bangor is the third largest city in Maine by population, and doubles as the county seat of Penobscot County. The seal of the Bangor Police Department is a variant of the city seal. The flag of the Bangor Police Department features the department's seal centered on a dark blue field.
