Description of the flag

Portland is a city in and the county seat of Jay County. As of the 2020 census, it had 6,320 residents and was 4.88 sq miles (12.63 sq km) in size. The city was founded in 1836-37 and was named after Portland, Maine.

Portland's flag has a vibrant blue background and a thick red border. The seal, in light yellow, is centered. On the seal is a small bridge.
