Unsure if this is an actual city flag, but outside of their city hall, there is a yellow flag with "Placentia" in blue and "All American CIty" in red.

The original version of this flag was adopted in 1971 and still appears to be in use. This 2012 photo of Placentia Civic Center shows the flag flying. The flag is now marked "All-American."
