The flag of Page, Arizona, as seen
here in a
video from the 2022 League of Arizona Cities and Towns conference at 0:08, can
be partially seen, featuring the municipal seal on a white background. Although
images of the seal online are rare it can be seen in city ordinances, such as
here on page 2:

In the Arizona Republic issue of December 4, 1977, it says that Page has had
a flag from the month it became a town. The flag of Page was adopted on March
22, 1975. This was done as a part of incorporation ceremonies in the town, where
the "key to the city" and the flag of Page were handed to Mayor Norm Martindale
at Page High School.

I was sent the meeting minutes of the first Page town meeting by the clerk.
It reads: “Council members reviewed the entries submitted in the City Seal
Contest and voted to adopt the concept submitted by Joan E. Wright to be used as
the town emblem.” The seal was adopted on March 1, 1975, the same day it was
incorporated.

In Page, Arizona, the town has a "public safety" flag they fly outside the
police station which is like a police and fire flag in one. The flag contains
the police insignia and the fire insignia side-by-side on a white background,
with a lower caption that reads "PAGE PUBLIC SAFETY" in all caps.
