Description of the flag

Blue flag with logo: this is a horizontally placed yellow ellipse with white border separated by a thin blue ring, on the border "City of Paragould" in black  typewriter-style capitals, and "est. 1883" likewise set; on the yellow area, and as if coming "from it" (overlapping the white area with its nose), a 4-6-0 steam railroad locomotive in black and white 3D.
