The People's Association (PA) was established as a statutory board (today under the Ministry of Community Development, Youth and Sports) on 1 July 1960 to promote racial harmony and social cohesion. The most visible installations run by the People's Association are the Community Centres and Community Clubs across Singapore. They used to run kindergarten classes at the community centres (of which I attended from 1987 to 1988). The logo and flag dates from 2000 onwards.

For the logo:
"The People's Association's 
(PA) logo is made up of one continuous element. This represents the PA's mission 
of connecting Singaporeans from all ethnic backgrounds to promote active 
citizenry and multiracial harmony. Different communities, represented by the 
circles, keep their distinct identities and cultural values while moving and 
interacting with one another in the common space. Our vision is one of all 
communities bonding closely together, increasing the common space and 
strengthening the nation. Red symbolises the passion and spirit of the different 
communities. It also signifies the growth and maturity of the people and the 
PA."
And for the flag:
"At the heart of the PA flag is the PA logo. 
The borders curling upward signify a forward-looking organisation, progressing 
towards greater heights."

Prior to 2000, the flag and logo of the People's Association was as follow, 
the basis of the design since 2000:
Logo - four interlocking 
red rings.
Flag - horizontal triband of red-white-red, with the central 
white panel being twice the height of one red band. The former logo was 
charged at the centre panel of the triband.

There is a photo from 1990 showing the People's Association Youth Movement flag.
 The logo of the PAYM is placed in the middle of a r/w/r flag, similar to the older PA flag.
