Album des Pavillons 2023 illustrates a flag for Chief of Royal Saudi 
Naval Forces, which seems to be the same as Commander of the Naval Forces. Its 
flag is based on flag of the Naval Forces, but two yellow crossed swords are 
placed at lower hoist.

The circular emblem is supposed to be a medieval Arab astrolabe, a navigational instrument that was a precursor of the modern sextant.
