Regulations about the flag of Kemerovo-city in common (without description 
of flag and coat of arms and images) have been authorized on March, 28, 1997 by 
the Decision at 19-th session of Kemerovo’s Council (Soviet) of 
People’s Deputies. On August, 29, 1997 Kemerovo’s Council of 
People’s Deputies finally accepted the Regulations (with descriptions of 
a flag and coat of arms). According to this Regulations, the flag is as 
follows: (chapter 3, article 10)

The flag of Kemerovo city is a field of red color with a vertical stripe of blue color with the image of the coat of arms of Kemerovo city in the center, surrounded by the wreath of green color. The colors bear the following symbolism:
All points to yet another RSFSR influenced 
design… all but the shade of blue, which “should” be light…

Yes, it is so — this is medium blue color, as on the State flag of 
the Russian Federation. This shade more dark, than there 
was a light blue strip on a flag of the RSFSR.
But in Russia about any red flag with blue vertical stripes it is 
possible to tell, that it is similar to the State flag of the RSFSR!

I confirm it should be common, medium red color,

not dark.

The other difference is the presence of a white 
fimbriation around the green area. This exists in 
Victor Lomantsov’s web image, but is it is it in the law?

According to these Regulations, about the coat of arms:
Mikhail Revnivtsev, 05 Oct 2005The coat of arms of Kemerovo-city: per fess gules and black. In the center of shield is stylized image of a chemical retort, overlapping parts of a gear and ears. In the top part of shield is name of city "Kemerovo" is underlined.
The image of the stylized chemical retort, part of a gear symbolize chemical and machine-building industries — mainstreams of industrial development of city. Ears of bread symbolize the fertility of the ground connected to application of mineral fertilizers, developed at the chemical enterprises of city.
I notice that the an unidentified flag 
(erroneous or proposed) of the region uses the same colors as the official 
"emblem" of Kemerovo city (which is very different from 
its flag), available at the 
municipal website.
