It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a plain purple field.

The coat of arms is Or, a hand Proper holding a palm Vert, below five inescutcheons Azure set in cross each charged with a saltire of five plates (or 10 plates) , all between two St. James crosses Gules (or Purpure) charged in their hearts with a pelican in its piety (or a scallop) Or, each above a tower Gules. (Lots
of strange things in this blazon — I sure would like to see the official text…) Mural crown argent with four visible towers (town rank) and white scroll reading in black upper case letters "VILA DE PALMELA".
Meaning:
The arms are canting, as "palmela" means ""small palm".

Plain (monocoloured) Portuguese subnational flags are not allowed to have variations without arms: plain flags always carry the coat of arms.

Palmela municipality had 45 150 inhabitants in 1990, and it is divided in 5 communes, covering 462 km². It belongs to the Setúbal District and to the old province of Extremadura.
