It is an argueably atypical Portuguese communal flag, with the coat of arms centred on a plain white field.

Shield Argent a fess Sable masoned Argent between a lyre Gules in chief and a mound Vert issuant from base wavy Argent charged with a barrulet wavy Azure. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case serifed letters "LOIVOS - CHAVES".
Meaning:
The depiction of the masoned fess/wall makes use of exquisitely stylized stonework, a level of sophistication seldom found in Portuguese local heraldry — although frequently in, say Portuguese military heraldry. This element was transposed, with different tinctures, into the arms of the successor commune of Póvoa de Agrações.
