The Customs Regulations 1986 prescribes a flag at Reg 4, replacing the 1968 Regulations which prescribed the same flag at Reg 3. 'The Customs flag shall be the Fiji ensign with the addition in the fly of the letters and word "H.M. Customs" in bold white characters.' (The 1968 wording was slightly different). Presumably the Fiji ensign is the dark blue Government ensign rather than the light blue national flag. No Fiji Customs flag prescription has been found for the years 1966-1968.

The previous Customs flag prescribed from 1881 to 1966 had a Union canton, blue upper fly and white lower flag half with 'HMC' in bold black thereon. The same design was prescribed for the British Solomon Islands, Gilbert and Ellice Islands, and a similar one with the red cross canton for Tonga.

The customs flag of Fiji was last described in Customs Regulations 1986. In the revised edition of 30 January 2013 it states:

Part 2 — Administration
4. Customs flag
The Customs flag shall be the Fiji Islands ensign with the addition in the fly of the letters and word "H.M. Customs" in bold white characters.

This is how the flag officially is written down. However, in 1987, there were two coups d'etat in Fiji and the country was expelled from the British Commonwealth. Fiji then became the Republic of Fiji. Hence it was not correct to use the H M before the words "Customs." The current Fiji customs ensigns have only the word "Customs".
