According to
https://eltinteroazul.wordpress.com/2014/11/21/simbolos-de-las-cruces/:
The flag (and coat of arms) were designed in 1950, being made official by the
council in 1953. Luis Torriente Bécquer designed the coat of arms and flag; the
originals are now preserved in the municipal museum. Clearly, the colors are of
the national flag.

According to
https://cruces.gob.cu/nuestra-region/region-cizq/simbolos-municipales:
The coat of arms is in the national colors. In the very center is a monument to
the "Mal Tiempo" battle, imposed on a shield over a badge; the badge also bears
three stars. On its sides are a sugarcane and corn plant. 14 stars are for the
councillors, while the golden one is for the municipal government. Besides this,
watermelon, cassava, coconuts, and flowers are depicted. The ribbon below reads
"Patria, Union, Independencia" [Fatherland, Union, Independence]. Just above the
badge is a ribbon; above it is a cross flanked by two branches and headed by a
crown, representative of its colonial past.
