Background
There are many new district councils in Botswana, as some of the former 
sub-district councils were upgraded, and some old district councils were 
abolished. As far as I can see, the city councils and town 
councils are not affected by these reforms. 
I made some preliminary 
search, and I found just new emblems, but no flags so far. You can see some of

I can add that 
Orapa didn't become Town Council, so it is not municipality, and that that the 
flag of the Kgatleng DC is yellow with district emblem on it as far as I can 
remember. Also, I have seen photos with white flag of Ghanzi with emblem on it.

It seems to me that several districts were dissolved and the former 
sub-districts were upgraded to districts. At least looking at the map of 
Botwana's sub-districts 
(https://en.wikipedia.org/wiki/Sub-districts_of_Botswana), the sub-districts of 
the Central and Southern districts must have all become districts. But several 
other sub-districts also appear with district emblems.
Is it possible that 
the sub-districts were upgraded to Ming districts and the former districts were 
abolished? In this case, the country has 24 districts now, in contrast to the 
previous 10.
