Department of Belén has 12 948 km2, with about 28 000 inhabitants. So far, I
didn't find any symbols for the department.
It has 9 municipalities:

Belen is 1st class municipality in the same named department. It is also
known as Municipalidad de Ciudad de Belen. It has 1 867 km2, with about 13 500
inhabitants.
The flag is white with municipal logo on it.
There is
also an emblem/coat of arms, but seems it is not in use anymore.

The Municipality of Londres is located in the Department of Belen. Its flag
is divided diagonally in three fields (from upper hoist to lower fly) green,
blue and brown, with an emblem in the center of the blue stripe. It can be seen
on many photos at the municipal Facebook page

The Municipality of Pozo de Piedra is located in the Department of Belen.
Its flag is horizontally divided in three stripes - blue, white, and green,
where the white stripe is wider and contains an stylizied image of green
mountains and yellow sun, some local scenery, fruit and artisans. Flag can be
seen at the municipal touristic Facebook page:

Pozo de Piedra means "stone well", which is seen in the center of the flag.
An official presentation of the flag happened on November 18, 2017, and this
appears to be the date of adoption.
