The Municipality of Villa Elisa is located in the Department of Colón, Entre Ríos. Its flag was adopted in 2017.

In 2017, the municipal flag was created. The call for competition was issued in May, and two designs were submitted. The winning design was that of Mr. Manuel José Ramat, a native of Villa Elisa. The City Council officially approved and institutionalized the flag on December 15th by Resolution No. 1881. "The chosen design is based on the scheme of the national flag, with three stripes of equal width and a central symbol as the compositional structure. The colors allude to the humid region: blue, white, and green. The emblem is a tribute to the first settlers, and the elements were taken from the first coat of arms of Villa Elisa," a local media outlet reported. The aforementioned resolution stated that "the colors allude to our humid region, with its deep cerulean blue skies, thick white clouds, and intense green fields and dew – a constant palette reflecting the fertility of our landscape. The emblem is a tribute to our ancestors; The elements that make it up were taken from the first Elisense shield, which represents, through a sickle embracing a sheaf of wheat, the strength and communion in work, which characterize our grandparents, and which to this day remains evident in their descendants."
