Although it appears it is not used anymore, the flag of Grafton County originally was adopted through a contest. It had a deadline on 1 September 1976 and a prize of $50. It was announced later that month on 18 September that the winner was Josiah F. Hill of Lebanon; judges were R. Alden Burke, Dale K. Feid, and George F. Clement. The design featured the Old Man in the Mountain (a clear symbol of the state) with blue and green; all of this information based on archived editions of the Valley News. The design of this first flag is actually unknown from the records I could find; I could not find any photographs.
