Kasos is a Greek island municipality in the Dodecanese. It is the southernmost island in the Aegean Sea, and is part of the regional unit Karpathos-Kasos.
A flag from the Municipality of the Heroic Island of Kasos can be seen at https://kasos-heroicisland.gr. It is divided vertically yellow and black and features a two-headed eagle in counterchanged colors holding a cross and an anchor in its talons. The name is below, also counterchanged.
I found this flag in a Greek flagmaker's site listed as historical:

it was first raised during the local uprising in 1824 against ottoman
rule/occupation.
